Who is eligible for the PM Surya Ghar subsidy?

Most people who think they don't qualify actually do, and most people who get rejected fail on paperwork rather than eligibility. Here is exactly who the scheme covers, the two myths that stop people applying, and what to do if your situation is one of the awkward ones.

At a glance, 10-second read

  • No income limit. Every residential consumer gets the same slabs, up to ₹78,000.
  • The electricity connection must be in the applicant's name, the single most common rejection.
  • You need roof rights: ownership, or an NOC. Flat owners generally go the society (GHS/RWA) route.
  • Requested capacity must fit your sanctioned load, or feasibility fails.

The actual eligibility rules

You are an Indian citizen with a residential electricity connection

The scheme is for residential consumers. The connection must be a domestic/residential category one, commercial and industrial connections are not covered by these slabs, and use accelerated depreciation and other business incentives instead.

The electricity connection is in your name

This is the rule that trips up the most applications. The portal matches the applicant against the consumer record. If the meter is in a parent's or spouse's name, either transfer the connection first or apply in their name with their documents and bank account.

You own the roof, or have written rights to use it

Property tax receipt, sale deed, or an NOC from the owner. A shared or jointly owned roof needs consent from the co-owners.

Your sanctioned load supports the system size

Your DISCOM will only approve capacity up to your sanctioned load. Asking for 5kW on a 3kW sanctioned load usually fails at feasibility, apply to enhance the load first, or size the system down.

The panels are ALMM-listed and DCR-compliant, installed by a registered vendor

Eligibility is not just about you, a compliant applicant with non-compliant hardware still loses the subsidy. Both cells and modules must be made in India, and the vendor must be registered on the portal.

There is no income ceiling

PM Surya Ghar has no means test. The ₹30,000 / ₹60,000 / ₹78,000 slabs apply the same way to every residential applicant regardless of income, a persistent myth that stops people from applying.

There is no requirement to buy through a government agency

You pick your own vendor from the registered list and negotiate your own price. Any vendor claiming to be 'the government-appointed installer for your area' is misrepresenting the scheme.

A second system on the same connection is not eligible again

The subsidy is once per residential connection. Expanding an existing subsidised system does not attract a fresh subsidy for the added capacity.

Your situation, specifically

If you…Eligible?What to do
You own an independent houseEligibleThe straightforward case. Apply on pmsuryaghar.gov.in with your bill, ID, roof proof, and bank details; the subsidy is credited directly to your account after commissioning.
You own a flat in an apartment buildingUsually not, individuallyYou need rights to the roof, which individual flat owners rarely have. The workable route is the society applying for the GHS/RWA subsidy of ₹18,000/kW on common facilities (lifts, pumps, common lighting) up to 500kW.
You are a tenantNot directlyThe connection and the roof both need to be yours. A tenant can only proceed with the owner applying, or with a written arrangement where the owner is the applicant.
The connection is in a deceased parent's nameTransfer firstGet the connection mutated into the legal heir's name at the DISCOM before applying. Applying against a mismatched name is the most common rejection at document verification.
You run a shop from your home on a commercial meterNot under this schemePM Surya Ghar residential slabs need a domestic connection. Commercial connections use accelerated depreciation and other business incentives instead.
You already have solar installed, without a subsidyGenerally notThe subsidy is tied to a new installation registered through the portal, with inspection after commissioning. Retrospective claims for an existing system are not entertained.

FAQs

Is there an income limit for the PM Surya Ghar subsidy?

No. PM Surya Ghar has no income ceiling and no means test. Every residential electricity consumer gets the same slabs (₹30,000 for 1kW, ₹60,000 for 2kW, ₹78,000 for 3kW and above) regardless of income.

Can I get the subsidy if the electricity bill is in my father's name?

Not in your own name. The application must match the name on the electricity connection. Either transfer the connection to yourself at the DISCOM first, or apply in your father's name using his documents and bank account, the subsidy will then be credited to his account.

Can flat owners in an apartment get the solar subsidy?

Individually, usually not, because you need rights to the roof. The practical route is the housing society or RWA applying as one entity for the ₹18,000 per kW subsidy on common facilities, capped at 500kW.

Do I need a BPL card or any government category certificate?

No. There is no category-based eligibility for the central subsidy. Some states run their own additional schemes with their own conditions, but the central PM Surya Ghar subsidy is open to all residential consumers.

What disqualifies a PM Surya Ghar application?

The common ones: a name mismatch between the applicant and the electricity connection, capacity exceeding your sanctioned load, panels that are not ALMM-listed or not DCR-compliant, installation by a vendor not registered on the portal, and installing before feasibility approval comes through.

Is there an age or citizenship requirement?

You must be an Indian resident with a domestic electricity connection in your name. There is no separate age criterion beyond being the legal connection holder.
